The first settlor in the area was Anning Ransom, who started a farm in the area in 1840. In 1844, Daniel Kelley came to the area from Vermont and purchased 1,400 acres to raise Spanish Merino sheep. Kelly had 11 children who became active in the business and political life in Wheaton. In the mid-1950's, Jay W. Stream was the head of Durable Construction Company. Durable was planning to develop a 400-home subdivision in Naperville. Stream was negotiating with the Village of Naperville to build the subdivision. Stream became frustrated with the negotiations. He was advised to build his own town instead of trying to negotiate a deal with Naperville. Stream began buying land outside of Wheaton to build his subdivision.

In 1957, Stream's daughter, Carol, was in a vehicle returning from Racine, Wisconsin. The vehicle was involved in a motor vehicle accident in Wisconsin killing a 15-year-old passenger in the vehicle. Carol was ejected from the vehicle and struck a utility pole. Carol was taken to a local hospital in a coma. Doctors believed that she would probably never awaken, and if she did, she would likely be severely disabled. Hoping that good news would cheer up his daughter and lead to her recovery, Jay named the village after his daughter, Carol Stream. After 4 months of being in a coma, Carol regained consciousness and made a full recovery. Carol never lived in Carol Stream but frequently travels to the Village to participate in municipal events.
